AN ACT relating to motor vehicles; requiring the Department of Motor Vehicles to contract with a person who makes installment loans to pay the fees and taxes due for the initial or renewal registration of a vehicle; prescribing certain requirements for such installment loans; authorizing the Director of the Department to authorize the use of digital license plates; providing requirements governing the use of digital license plates; revising the applicability of certain provisions governing installment lenders to a lender who contracts with the Department; extending the prospective expiration of the pilot program to gather data about annual vehicle miles traveled by certain vehicles registered in this State; and providing other matters properly relating thereto.

Optional digital plates with same fees

Beginning July 1, 2025, you may apply to use a DMV‑approved digital license plate. Digital plates must show your plate code and valid registration, readable from 100 feet in day and night. You pay the same fees as the matching regular plate. The DMV cannot charge extra for a digital plate or device. The DMV sets privacy and security rules and limits stored personal data to what is needed. If you choose a digital plate, the DMV does not issue a physical plate. It may require you to return old plates. Mount the digital plate on the rear only. No front plate is needed. Most plate laws still apply. The DMV may use outside vendors when special tech is required.

Easier Nevada licensing for online lenders

Beginning July 1, 2025, internet lenders, including those that offer DMV registration loans, can get a Nevada license for an office outside Nevada. They must either let Nevada review records in Nevada or pay exam travel costs. These lenders may also share office space with other businesses.

Pay DMV registration in installments

When you register or renew online, you can use an installment loan to pay the full DMV bill. The loan must be at least $250. The lender sends the full amount to the DMV at checkout. The lender cannot charge interest and cannot charge more than 15% of the amount financed in fees. These loans cannot be rolled over or refinanced into other loans.

Mileage tracking pilot extended to 2030

Nevada’s pilot that collects annual vehicle miles traveled now runs through December 31, 2030. The extension keeps the program and data collection going for several more years.
