AN ACT relating to governmental administration; requiring the Director of the State Department of Agriculture to establish the Nevada State Fairgrounds; creating the Account for the Maintenance and Operation of the Nevada State Fairgrounds; revising certain duties of the Nevada Junior Livestock Show Board relating to the real property leased to Washoe County for use as a fairground; terminating a lease for certain real property leased to Washoe County; requiring the State Land Registrar to enter into an agreement to lease certain real property to Washoe County; requiring the State Department of Agriculture to assume responsibility for the operation and maintenance of certain real property; repealing certain provisions of existing law governing the lease of certain real property to Washoe County; and providing other matters properly relating thereto.

Trust and oversight for fairgrounds changes

The Department must manage the fairgrounds under the 1887 trust. The Nevada Junior Livestock Show Board reviews physical changes to be sure they follow the trust. These rules start when the land agreement with Washoe County takes effect.

Repeals old laws and limits local reimbursement

The law says NRS 354.599 does not apply to extra local government expenses tied to this act. This exemption is effective upon passage and approval. Older laws about the former county lease are repealed when the state–county land agreement takes effect.

Money, debts, and contracts move to state

Any money on hand or later available to Washoe County for the fairgrounds must be paid to the State Department of Agriculture. The Department takes over the county’s accounts payable for the fairgrounds. The Department also assumes existing contracts or agreements the county made for the fairgrounds or its buildings. These changes start when the county lease ends and the land agreement takes effect.

New county lease, state runs rest

The state ends the old lease with Washoe County for the fairground site. The State Land Registrar must make an agreement so the county keeps using its public building complex parcel. The county must survey the land and prepare a legal description. After that, the state issues a new no‑cost lease for that parcel through March 21, 2050. The Department of Agriculture runs and maintains the rest as the Nevada State Fairgrounds. The agreement step is effective upon passage and approval; the lease termination and state operations begin when that agreement takes effect.

State runs the Nevada State Fairgrounds

The law creates the Nevada State Fairgrounds under the Department of Agriculture. The Department runs, maintains, and promotes the fairgrounds and farm uses. The Director can sign contracts and rent or lease concessions to public or private groups. A state account holds money for upkeep and promotion and can take gifts, grants, and interest. The Department decides where and how often state or regional fairs happen, but each fair may be held no more than once a year. These parts take effect when the land agreement with Washoe County takes effect.
