AN ACT relating to education; revising requirements for a plan to improve the achievement of pupils enrolled in a public school; requiring the superintendent of each school district to appoint an administrator to serve in a role supporting pupils who are English learners; requiring the board of trustees of a school district to ensure that each licensed teacher receives training concerning English language acquisition; requiring the Department of Education to provide certain guidance to the board of trustees of a school district; revising provisions governing certain data collected and maintained in the statewide system of accountability for public schools; prohibiting certain pupil achievement data from negatively impacting the performance rating of certain schools, school districts and employees; requiring the Department to establish an English Learner Advisory Council during the 2025-2026 interim to study policies to support English language acquisition, development and literacy; prescribing the membership and duties of the Advisory Council; repealing provisions relating to certain corrective action plans; and providing other matters properly relating thereto.

More high school time for newcomers

Starting October 1, 2025, newcomer English learners can stay in high school up to 10 extra semesters after their scheduled graduation. They can also stay until they turn 21, whichever comes first. This gives more time to finish school and build English skills.

Stronger school plans for English learners

Starting October 1, 2025, each principal must write the school plan with staff and the district EL administrator. Plans must check school climate and spell out how to close gaps for EL, foster, and low‑income students. If 10% or more of students are ELs, closing that gap is the top goal with measurable timelines for newcomers, short‑term, and long‑term ELs. Principals must review and update the plan each year. The state breaks out EL data by subgroup and monitors district implementation. Newcomer EL achievement data cannot lower school, district, or employee ratings. The statewide plan also adds ways to track and reengage students who dropped out or are at risk.

Mandatory EL training for teachers

Starting October 1, 2025, every licensed district teacher must get training on how students learn English. The Department of Education provides guidance, and districts must ensure teachers receive this training. Teachers must submit proof of completion by October 1, 2030. After that date, completion is a condition of continued employment.

Transfers and translated rights for EL families

Starting October 1, 2025, a parent can transfer a student to another school in the same district if the current school has no EL program. The Department provides EL rights translated into the five most common non‑English languages in each district. Districts and schools must post these rights on their public websites in as many languages as possible.

District EL leaders and assessment tools

Starting October 1, 2025, each district superintendent must appoint an administrator with EL experience to lead EL support. That administrator oversees EL assessments and, when asked, trains staff on EL needs. School boards may buy literacy tests for EL students, but the Department must approve the tools.

State EL rules and advisory council

Starting October 1, 2025, the Department of Education can write rules to carry out EL policies. During the 2025–2026 interim, the Department establishes a 12‑member English Learner Advisory Council. The council gets staff support, can accept grants, and must report by October 31, 2026. It may request drafting of one bill for the 2027 session by December 31, 2026.

Some out-of-zone EL transfers end

Starting October 1, 2025, the law removes a prior rule that let some EL students enroll outside their attendance zone. This may reduce out‑of‑zone options for affected students and families.

Budget rule for local EL costs

Starting October 1, 2025, extra costs tied to this law are exempt from NRS 354.599 budget rules. Local governments get more flexibility in how they handle these expenses. Any effect on local taxes or services depends on local budget choices.

Old EL corrective action plans repealed

Starting October 1, 2025, the statute on certain corrective action plans (NRS 388.408) is repealed. This removes the old, specific steps districts followed for those corrective actions.
