Agencies can accept $500K private gifts

State agencies can accept nongovernment gifts or grants up to $500,000 per item. They can accept government grants up to $200,000 per item. These donations cannot be used to hire new employees. Each acceptance needs specific approval by the Governor or, if delegated, the Budget Division Chief.

Faster approval for state gifts and grants

State agencies can accept a gift or grant only if the Legislature authorizes it or the Interim Finance Committee approves it. In an emergency to protect life or property, the Governor may accept it right away and report to the committee at its next meeting. If a donation will be lost without quick action, the committee has 15 days to act after submission; no action counts as approval. For regular requests, the committee has 45 days; no action counts as approval. The committee must weigh need, future state costs, program size, and the national economy. Some groups and donations are exempt. These include the Nevada System of Higher Education; certain Health and Human Services donations; pro bono legal services for the State; artifacts to Tourism and Cultural Affairs; the first $250,000 for a wildlife emergency; and gifts paid into accounts not funded by the Legislature.
