AN ACT relating to education; providing that any money remaining in the Fund to Assist School Districts in Financing Capital Improvements and the Fund to Assist Rural School Districts in Financing Capital Improvements at the end of the fiscal year does not revert to the State General Fund; revising provisions relating to grants from the Fund to Assist Rural School Districts in Financing Capital Improvements; and providing other matters properly relating thereto.

More grants for rural school buildings

Rural school districts in counties with fewer than 100,000 people can get grants for school buildings and grounds. Money can pay to build, buy, enlarge, remodel, or repair schools, teacher housing, dorms, dining halls, gyms, stadiums, playgrounds, and fields. The board must apply after a year the county levies the school capital tax under NRS 387.3342; it may apply after the tax under NRS 387.3289. It may also apply when the district gets a gift, grant, donation, or interest for a project on qualified tribal land. When funds are available and the Office of Finance approves the project, the grant equals last year’s tax amount dedicated to the project or the gift and interest for a tribal-land project. Applications must include a short project description and documents showing the tax amount, certified proceeds, or the gift/donation or interest. Qualified tribal land means trust land for a tribe or Native American, restricted from sale, where a tribe exercises governmental power.

School building funds carry over

Money left in Nevada’s school capital funds no longer goes back to the State General Fund. It stays in the funds and rolls into the next year. This keeps money available for school building and repair projects statewide, including rural districts.
