AN ACT relating to animals; requiring each governing body of a county or incorporated city to adopt an ordinance requiring, with certain exceptions, the owner or operator of a kennel, an animal rescue organization that handles pets or a commercial establishment engaged in the business of handling pets to complete a training course on handling pets prescribed by the governing body and renew the training biennially; and providing other matters properly relating thereto.

Local governments get spending flexibility

The law says a state rule (NRS 354.599) does not apply to extra local government costs tied to this act. Cities and counties can spend and track money to carry out the training program without that limit. This takes effect upon passage and approval.

Pet businesses must complete handling training

Counties and cities must adopt rules that require certain pet businesses to take a pet-handling course. Owners or operators of kennels, animal rescues that handle pets, and pet businesses like breeders, catteries, retailers, groomers, and dealers are covered. Training must be renewed every two years in the way the local government sets. Exempt: veterinarians; staff working in a vet’s office under a supervising vet; animal shelters; and nonprofits that mainly shelter pets of domestic violence victims. A “pet groomer” means someone who styles pets for pay, including bathing, brushing, or clipping. Local governments can start adopting and preparing rules now; the training requirement applies starting October 1, 2025.
