New rules for conservation easements

The law lets any person, including state and local governments, create, change, or record a conservation easement. No one can enforce an easement until the holder accepts it and records that acceptance. A conservation easement lasts forever unless the document sets a shorter term or a court changes or ends it under NRS 111.430(2). Existing property rights, like a mortgage or lease, are not reduced unless that owner joins or consents. Existing exceptions in NRS 111.390–111.440 still apply.
