Refunds when utilities overcharge you

Starting July 1, 2025, if the Commission finds you were charged more than the allowed rate or tariff, the utility must refund the full overcharge with interest. A Commission finding is required to trigger the refund.

Quarterly energy bill updates with caps

Beginning July 1, 2025, electric utilities update rates every quarter to match recorded fuel and power costs. Any quarterly deferred‑energy change is capped at $0.0025 per kWh for electricity and $0.025 per therm for natural gas. If the deferred balance differs by less than 5% from annual recorded costs, the adjustment must be zero. Utilities must give advance written notice to the Commission and send clear bill notices showing the total revenue change, the amount by customer class, and how to comment. The Commission reviews these costs each year with no presumption of prudence and must reject any unreasonable or imprudent costs, and it rules on quarterly requests within 120 days.

Faster utility cases and consumer voice

Starting July 1, 2025, the Consumer’s Advocate is automatically a party in electric general rate and annual deferred‑energy cases. The Commission must issue final orders within 210 days for most utilities and 300 days for electric utilities. If the Commission misses the deadline, the proposed changes are deemed approved. The law also defines a “rural‑serving” electric utility using a 700,000‑population county revenue test.

Utilities Commission study on energy cost‑sharing

Beginning July 1, 2025, the Utilities Commission opens investigations on how fuel and power costs are passed to customers and ways to steady bills. The work covers carrying charges, forecast methods and transparency, market participation, and demand‑side tools like efficiency and load shifting. The Commission may adopt a cost‑sharing mechanism that splits fuel and power cost risk between utilities and customers if it finds this is in the public interest. Progress reports go to lawmakers, and a final report is due by July 1, 2026.
