Annual report on wildlife road projects

Beginning July 1, 2025, the Transportation Director must file a yearly performance report by December 31. The report must cover the schedule, scope, cost, progress, and need of current and proposed highway projects, including projects in the wildlife connectivity inventory. The Director must send it to the Transportation Board and to the Legislative Counsel Bureau for the Interim Finance Committee.

Stronger qualifications for transportation leaders

Beginning July 1, 2025, Deputy Directors must have a qualifying bachelor’s degree or be a licensed professional engineer. They must also have either two years as an assistant director or Chief Engineer, or 15 years of progressive experience in engineering, project management, business, or economics. The Chief Engineer must be a licensed professional engineer and generally have at least three years as the final engineering authority at a similar state agency. If the Director or a Deputy Director is a licensed professional engineer, that person may serve as Chief Engineer.

More transparency for major highway projects

Beginning July 1, 2025, the Department must publish the written cost‑benefit study for any proposed major highway project when the meeting agenda is posted. The study must show, for each affected highway district, the number of wildlife‑vehicle crashes and the value of wildlife crossings that reduce those crashes. Under this law, a covered “highway project” is one that increases capacity and costs at least $50 million. Projects under $50 million are not covered by these analysis and posting rules.
