AN ACT relating to educational personnel; authorizing a person who holds a license to teach in another state to be hired as a teacher in this State on a certain provisional basis if he or she satisfies certain requirements; requiring the Commission on Professional Standards in Education to prescribe certain regulations concerning the licensure of teachers, school counselors, school nurses and school social workers; eliminating the authority of the State Board of Education to disapprove of regulations adopted by the Commission; and providing other matters properly relating thereto.

Easier out-of-state licensure and exams

Beginning July 1, 2026, Nevada accepts teaching licenses from other states, including special education and certain alternative‑route licenses the Department finds equally rigorous, and honors the Interstate Teacher Mobility Compact. The Commission sets the qualifications and the steps to get and renew licenses. Exams must test your ability to teach each subject you will teach, allow alternative ways to show skills for people with disabilities or health needs, and let you skip basic skills retests if you earn a B or better in approved courses for each failed area. Teachers who get a reciprocal Nevada license do not need initial licensing exams.

Faster paths to school jobs and licenses

Beginning July 1, 2026, Nevada speeds up routes into school jobs. The state sets rules for selective, mentored alternative programs that can be finished in two years or less. You can get a provisional license if you finished school but await the degree record, or if you meet alternative‑route conditions, but you must finish all requirements within three years. Nevada counts student teaching or similar experience from other states or foreign countries if it meets Nevada standards. Paraprofessionals can do accelerated student teaching while still employed. School counseling and psychology staff can complete required internship or practicum hours while working. Licensed RNs and licensed social workers may serve in school nurse or school social worker roles while their endorsement applications are pending.

One-year hire for out-of-state teachers

Beginning July 1, 2026, districts and charter schools can hire you to teach for up to one year if you hold a valid teaching license from another state. You must have applied for a Nevada license, the job must match your out‑of‑state license, you must meet NRS 391.104, and you cannot be barred from teaching in Nevada.

Stronger school nursing and emergency meds

Beginning July 1, 2026, a chief nurse must lead school nursing. The chief nurse must be an RN and have a school nurse endorsement or work for a public health department. Districts cannot employ a school nurse without the required endorsement unless regulations allow it. The chief nurse must choose and train staff to give auto‑injectable epinephrine and, if there is an order, at least two staff to give an opioid antagonist.

State board veto on licensing rules ends

Effective July 1, 2026, the State Board of Education no longer has power to disapprove the Commission’s educator‑licensing regulations.

Districts must report special school hires

Beginning July 1, 2026, when a district or charter school hires a teacher under the one‑year provisional rule, it must report the hire to the Department of Education at the time of hire. Districts must also report hires made under Commission rules that let staff complete internships or similar requirements while employed.
