New rules for political groups and reports

The law narrows who counts as a committee for political action. It excludes individuals, labor unions, nonprofits, parties and their committees, recall committees, vendors at market prices, groups of legislators, and businesses registered with the Nevada Secretary of State. A group focused on elections becomes a committee if it raises or spends more than $1,500 in a year. Other groups become a committee if they raise or independently spend over $5,000 in a year. Even if not a committee, any corporation, nonprofit, or labor union that spends over $1,000 to influence a Nevada race or ballot question must file electronic reports on the regular Jan. 15 and quarterly schedule, including special‑election and recall reports.

PACs can spend money more freely

A political action committee may use money in its separate campaign account for many purposes. It can give to candidates within legal limits, nonprofits, other PACs, recall efforts, and political parties or their committees. It can also make independent expenditures and fund legal defense funds. These rules apply only to the separate account required by law.

Campaign funds can cover legal bills

Candidates and public officers can use campaign money to pay legal bills tied to a campaign or their public duties. They must report these payments on the same schedule as other campaign reports. Campaign money cannot be used to pay civil or criminal fines or penalties.

Deadlines and options for leftover campaign money

A Legislator may donate up to $500 of unspent campaign funds to the Nevada Silver Haired Legislative Forum. Former public officers who still hold unspent campaign money on Oct. 1, 2025 must dispose of it under the new rules by Oct. 1, 2029. This sets a clear transition deadline for older funds.
