Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 0 costs, 3 mixed.

Bus-camera fines, no license points

Tickets from bus cameras are civil infractions, not moving violations, and add no demerit points. Local authorities set the fine, but it cannot be less than the fine in NRS 484B.353. All fine money goes to the local school district to pay for cameras, vendors, student transportation safety, or enforcement costs. Effective July 1, 2025.

School bus cameras with officer review

School districts can install cameras on their own buses to catch drivers who pass a stopped bus. A local police officer must review each event before a ticket is sent. If the officer finds a violation, a civil citation is mailed to the vehicle’s registered owner. When a district uses cameras for the first time, it must run a 30-day public notice campaign and issue only warnings during that period, and announce when fines begin. Effective July 1, 2025.

Your rights with bus-camera tickets

A bus-camera ticket must show the date and time and include a photo or a web link. The image should show your vehicle and the bus’s stop arm or flashing red lights, and the notice must explain how to contest. Photos and videos are valid evidence, and the law presumes the bus was properly marked and stopped for students. The registered owner is presumed to be the driver; you can rebut with a sworn statement naming the actual driver, or saying the car was stolen with a police or insurance report, sent to the agency or brought to the hearing. Systems should avoid filming people inside cars, and seeing people in the image does not dismiss the ticket. Images must be deleted within 90 days after no ticket, payment, dismissal, or a court decision. Effective July 1, 2025.
