New emissions fund and local payouts

Beginning July 1, 2025, Nevada creates a Pollution Control Account for emissions-program fees. Money is spent by priority (DMV first, then Conservation and Natural Resources, Agriculture, local air agencies, and the Tahoe agency) and only with a legislative appropriation or Interim Finance Committee approval. Each quarter, local air agencies get payments equal to one-sixth of the money from forms issued in their county. Each year, any amount over a $1,000,000 year-end balance is shared with counties based on how many forms they issued.

DMV can set emissions test prices

Beginning July 1, 2025, the DMV can set routine emissions test fees to match the going shop labor rate. It can set a maximum price and require stations to post it. This may raise what drivers pay for an inspection.

Higher fees for emissions forms

Beginning July 1, 2025, the fee for a set of 25 emissions compliance forms rises from $150 to $175. The fee per form issued to a fleet station rises from $6 to $7. Stations and fleets pay these fees to the DMV.

County fee collection and local oversight

If a county adds a local emissions fee, the DMV collects it, tracks it in the Account, and sends the county its share each quarter. Local air agencies that get money must file a report on how they used it within 45 days after the fiscal year ends. The DMV also sets up an advisory committee of state and local members to set goals and advise on rules.
