AN ACT relating to emergency management; revising provisions governing the Nevada Intrastate Mutual Aid System to require the State Forester Firewarden of the Division of Forestry of the State Department of Conservation and Natural Resources to administer the System as it relates to wildfire suppression; requiring the State Forester Firewarden to serve as Co-Chair of the Intrastate Mutual Aid Committee and appoint committee members jointly with the Chief of the Division of Emergency Management of the Office of the Military; and providing other matters properly relating thereto.

Split leadership for wildfire and other emergencies

Stronger mutual aid committee and rules

Members serve two‑year terms and can be reappointed. The Committee picks a Vice Chair, writes guidelines for requests, responses, records, and reimbursements, and meets at least once a year to advise both leaders.

Clear request steps and resource lists

Non‑wildfire aid requests go through the Division of Emergency Management. Wildfire suppression requests go through the Division of Forestry. In urgent cases, a participant may ask another participant directly, but any request to a state agency must go through the right division. Each request must be documented and sent to the proper division within 24 hours. Each participant must keep a current list of personnel and equipment and send it at least once a year to both divisions.

Reimbursement help, but no state liability

Participants can ask for help with reimbursement. Emergency Management helps for non‑wildfire aid. Forestry helps for wildfire suppression. These divisions are not legally liable for any reimbursement claim between participants.

Rules to join or leave mutual aid

Any participant can leave by passing a resolution and sending it to Emergency Management, Forestry, and the Governor. Any federally recognized tribe in Nevada can join by resolution agreeing to follow the law and sending copies to the same offices. These are the formal steps to change participation.
