Clear fiscal impact labels on bill summaries

Every bill or joint resolution summary must have two statements: one for local government and one for the state. Local options are: "May have Fiscal Impact," "No," or "Increases or Newly Provides for Term of Imprisonment in County or City Jail or Detention Facility." State options are: "Yes," "No," "Contains Appropriation included in Executive Budget," "Executive Budget," or "Contains Appropriation not included in Executive Budget." The Legislative Counsel must consult the Fiscal Analysis Division when drafting summaries. If an amendment adds an appropriation, the summary must show that; if all appropriations are removed, the summary must be changed too. These rules take effect July 1, 2025.

Stronger fiscal notes before votes

Before a committee votes, the Fiscal Analysis Division must get a fiscal note if a bill raises costs or cuts revenue by more than $2,000. A fiscal note is also required if a bill adds or increases state prison time or makes parole or probation less likely. Fiscal notes must give reliable estimates of changes to appropriation authority, liabilities, or state revenue, with projections for future biennia when possible. Usually, the affected state agency prepares the estimate. Bills that relate only to the Governor’s proposed Executive Budget do not need a fiscal note. "Executive Budget" means the budget the Governor submits under NRS 353.230. These rules take effect July 1, 2025.
