Local governments can budget for heat plans

Beginning July 1, 2026, the state rule in NRS 354.599 does not apply to extra local government costs tied to this act. Local governments can plan and pay for the new heat planning work without that specific limit. The law does not provide new state money.

Local plans must address extreme heat

Beginning July 1, 2026, every master plan’s conservation section includes a heat mitigation plan. It must cover public cooling spaces, public drinking water, cool building practices, and shade over paved areas. Shade can be trees or structures, with a preference for native or drought‑tolerant trees. In counties with 100,000 to 699,999 people that adopt only part of a plan, governing bodies and planning commissions must still include this heat plan in that adoption.
