4 provisions identified: 2 benefits, 1 costs, 1 mixed.

New pay formula for county officers

Beginning July 1, 2025, counties use a new formula for elected county officers' pay. For FY 2025–2026, pay is the higher of two amounts. One is the FY 2018–2019 base grown by West Region CPI through FY 2024–2025. The other is 3% above the highest‑paid employee the officer supervises, using Jan. 1, 2025 pay. In later years, pay is the higher of the updated base (with any 2% COLA) or 3% above the top deputy’s July 1 pay approved by the board. After more than 4 full years, an officer may add 2% of base per full year, up to 20%, and may opt out. Longevity pay does not count in the base, and the base cannot drop for a new officeholder or when already above the 3% floor. Fees and commissions the office collects must be paid to the county each month.

Set pay for commissioners and Carson City mayor

Beginning FY 2025–2026, commissioner salaries are set by county: Clark $121,000; Washoe $116,000; Lyon, Carson City, Elko, Nye, Douglas, Storey $39,000; Churchill, Humboldt $36,000; White Pine, Pershing $33,000; Lander, Mineral, Lincoln, Eureka, Esmeralda $30,000. For the next five fiscal years, pay rises 3% each year. After that, pay stays at the FY 2030–2031 level. The Carson City Mayor’s salary is 130% of the amount determined under NRS 245.043.

Officer and commissioner pay freezes in lean years

When the county board finds funds are not sufficient, it does not pay that year’s scheduled increases to elected officers and commissioners. There is no back pay later for withheld years. The board may cut pay for all elected officers and commissioners by the same proportion, or use the same reduction method as for other employees, whichever gives the lower pay.

District attorneys' outside work and interim rules

In counties with 3,000 or more people, the district attorney cannot do private legal work for pay. In smaller counties, a DA who may practice privately must step aside from any criminal case tied to that private work. If a DA leaves office or is disabled, the board appoints an interim or permanent replacement at its next regular meeting. A chief deputy covers temporary disability at the deputy’s normal pay. An interim appointee gets the DA’s salary. Interim service is generally limited to 60 days or until a permanent appointment. An interim DA may do private work for up to 60 days after appointment. The 60‑day cap does not apply in counties under 3,000 people.
