Federal pass-through grants are exempt

The law says “state money” does not include funds the State gets from the Federal Government to pass through under federal law or rules. If your organization only receives these federal pass-through dollars, the state acceptance condition does not apply to that money. State appropriations still trigger the condition.

Stronger civil rights rules for state-funded employers

Any entity that accepts a state appropriation must follow all civil rights and job laws that apply to it. Taking state money counts as agreeing to these terms. Employers cannot retaliate against workers who try to enforce or promote compliance. Covered laws include Title VII, the Age Discrimination in Employment Act, the Americans with Disabilities Act, and Nevada’s NRS 613.310–613.4383. These laws ban discrimination based on race, creed, color, national origin, sex, sexual orientation, gender identity or expression, age, or disability.
