Legal protections and payback for aiding crews

If you deploy to help another state, you work under that state’s direction and get comparable legal protections. Under the Great Plains Compact, the requesting state takes liability and must reimburse losses and expenses; you do not get arrest powers. Under the Northwest Agreement, you are treated as an agent of the receiving member, which indemnifies the assisting member as its laws allow, and must reimburse costs.

Mutual wildfire aid and home crew rules

When a member asks for help, other members must give all possible aid to fight wildfires, as they are able. This mutual aid duty applies under both pacts and only after a request. Under the Great Plains Compact, joining does not let a state cut its own firefighting forces. Each state must keep enough crews and equipment to protect people at home.

Nevada joins two wildfire aid pacts

Nevada ratifies the Great Plains Compact and the Northwest Agreement. Each one takes effect for Nevada when the Governor declares Nevada has ratified it and other parties approve. These pacts let member states help each other prevent and fight wildfires. The Governor must notify the other members that Nevada has joined.

How the wildfire pacts run and fund

Members of the Northwest Agreement meet each year to review terms and plans, and a simple majority can approve immediate amendments. Members must keep accurate books that other members can inspect. When money is needed to support the Agreement or shared services, members split the cost equally. Members may accept donations and grants to support work. The U.S. Forest Service may attend Great Plains meetings and can be asked to coordinate the Northwest Agreement.

Injury and death benefits for responders

If you are sent to help and get hurt, you get workers’ compensation from your sending state under the Great Plains Compact. Volunteers and contract firefighters are covered. Under the Northwest Agreement, injured or fallen personnel are treated as employees of the sending member for compensation and death benefits.

How members can leave the pacts

A state can leave the Great Plains Compact with six months’ notice to all member governors. A member can leave the Northwest Agreement with 60 days’ notice to all other members. The pacts stay in force during the notice periods.
