Bill Overview

Analyzed Economic Effects

5 provisions identified: 1 benefits, 1 costs, 3 mixed.

Higher pay and transcript rates for court reporters

Beginning January 1, 2026, district court reporters get $395 per day for availability. After-hours availability pays $75 per hour if at least 4 hours; fewer hours pay a pro rata amount. Transcripts pay $10 per page for 24-hour delivery, $8 for 48-hour, $7 within 4 days, and $5.50 after 4 days. Instant translation pays $300 for the first day and $200 for each later day. In some criminal cases with multiple reporters, each gets $10 per page for the original and $3 for extra copies. Reduced per-page rates apply when a civil litigant ordering the original draft is represented by a nonprofit legal corporation or a pro bono program.

City courts may use sound recording operators

Beginning January 1, 2026, municipal courts of record may record jury trials with sound equipment. A judge may appoint a noncertified person to run the recorder, with city approval. The operator must swear an oath to record the proceedings. The judge may name a person to transcribe, and the transcriber must swear the transcript is correct. These transcripts are usable and can be corrected like other transcripts.

Ongoing training required for court reporters

Beginning January 1, 2026, the Board requires continuing education to renew or restore a reporter’s certificate. The Board sets the courses and hours by rule. If a reporter does not complete the required training, the Board can suspend or revoke the certificate.

New fee rules for reporter licenses

Beginning January 1, 2026, the Board sets initial fees equal to the amounts in place on December 31, 2025. These fees cover exam filing, license issue, renewal, reinstatement, and firm licenses. After that, any fee can change only between 90% and 125% of the current fee. The Board may also charge expedited or incidental service fees up to its cost. The old fees stay in place until the Board files its new rules with the Secretary of State.

Standard page format for transcripts

A transcript page is 8.5 by 11 inches. Left and right margins are no more than 3/4 inch. Each page has at least 25 lines and is numbered on the left. Questions and answers may indent up to five spaces; paragraphs up to ten. Type is 9–10 characters per inch, with one-and-a-half or double spacing. These standards can change page counts and per-page charges.
