Jury lists can use assistance records

Beginning July 1, 2025, jury officials can use Department of Health and Human Services (DHHS) data to build juror lists, unless federal law forbids it. DHHS must give a list of names and addresses of people who get public assistance when a district judge or jury commissioner asks. The requester must repay DHHS for the reasonable cost to make the list. These lists are used along with voter, motor vehicle, employment, and utility records to make jury pools.

Justice courts can use audio records

Beginning July 1, 2025, justice courts can record jury trials with sound equipment. Courts do not have to provide a certified court reporter for jury trials. Courts must keep most recordings at least 1 year after the time to appeal ends. For misdemeanors with enhanced penalties, gross misdemeanors, or felonies, they must keep them at least 8 years after that time. Recordings of preliminary hearings must be kept at least 5 years. If a case is appealed, the recording is kept at least 30 days after the final appeal decision. A justice of the peace may order destruction after these dates.
