Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Stronger penalties for unlicensed psychology practice

Starting January 1, 2026, the Board can discipline provisional licensees the same as full licensees. If you practice without the right license, registration, or provisional license, the Board assesses $500 for the first offense, $1,000 for the second, and $1,500 for each later offense. The Board can also fine up to $5,000, suspend a license for up to 1 year, or revoke it. Saying you are a psychologist, assistant, intern, or trainee without proper authorization is a gross misdemeanor. Each act can count as a separate offense. You must request a hearing within 30 days to appeal a citation.

More providers for gambling counseling

Starting January 1, 2026, provisionally licensed psychological assistants count as qualified mental health professionals for gambling-addiction counseling. This expands who can provide counseling, as long as the assistant holds a valid provisional license under Board rules.

New trainee licenses, fees, online forms

Starting January 1, 2026, trainees get provisional licenses instead of registrations. You must apply to the Board, submit fingerprints for a background check, and pay the initial fee before your application is complete. A provisional assistant license lasts 1 year, and a provisional intern license lasts 2 years; all work must be supervised. The Board may charge up to $250 for initial issuance and up to $150 for renewal; it must waive the initial fee if you already held a trainee, assistant, or intern registration or provisional license. The Board must post application and renewal forms online, give instant feedback, and save your entries; it can work with Health and Human Services to process applications. If a school closed or merged, the Board must allow another way to submit official transcripts.
