AN ACT relating to education; requiring certain public schools to employ a school social worker to the extent that money is available for that purpose; creating immunity from civil liability for a school district or charter school for certain actions that constitute harassment or power-based violence if the school district or charter school establishes, enforces and publishes a policy containing certain provisions relating to harassment and power-based violence; requiring the Commission on Professional Standards in Education to adopt regulations relating to the licensure of school psychologists, school counselors and school social workers; and providing other matters properly relating thereto.

Full-time school social workers in large counties

Public and charter schools in counties with 700,000+ people must employ a full-time school social worker when funds exist. Schools should not outsource work a school social worker can do, when practicable. This applies only in very large counties and only when money is available.

Internships allowed while working in schools

If you work for a public school in school psychology, counseling, or social work, you can complete required internships and practicum hours while staying employed. You must be enrolled in a program for the matching license or endorsement.

School harassment policies with liability shield

Districts and charter schools are protected from civil lawsuits for harassment or power-based violence if they adopt, enforce, and publish a required policy. The policy must be posted on the website and in the handbook. It must include response steps, trauma-informed procedures, and supportive measures within 3 days, even without an investigation. It must also require prompt corrective action to stop, prevent, and remedy harm.
