More transit and housing projects financed

Beginning July 1, 2025, cities and counties can use new tax increment areas to fund more project types. Eligible uses now include affordable housing, multi‑family housing with 5 or more homes, transit‑oriented development, and transportation facilities. Projects can also cover high‑capacity transit and fixed guideway systems, plus related stations, parking, and equipment. The law defines each of these terms so local plans match state rules.

Transit-area funding zones must meet plans

Beginning July 1, 2025, tax increment areas for these projects must sit in a transit‑oriented or master‑planned land‑use area. They must be within one‑half mile of a planned or built station, terminal, or parking for fixed guideway or high‑capacity transit. Local boards must choose areas that fit the master plan, boost transit‑oriented development, redevelopment, infill, and multi‑family or affordable housing, and expand access to jobs or school. When passing an ordinance to create the zone, the city or county may add needed zoning or rules and must file an exhibit proving the location meets these requirements.
