AN ACT relating to emergency response; authorizing the adoption of regulations requiring applicants for certification as an emergency medical technician, advanced emergency medical technician or paramedic to have completed training relating to care for elderly persons and persons with cognitive impairments; providing that receiving such training does not change the standard of care to which such first responders are held; and providing other matters properly relating thereto.

Elder-care training and protections for EMTs

The state board can require new EMT, advanced EMT, and paramedic applicants to take training on caring for older adults and people with cognitive impairments. The training must cover recognizing older adults’ needs, spotting signs of cognitive issues, using clear communication and de‑escalation, and giving person‑centered care. It must be built or taught with a nationally accredited or certified program that has expertise in elder and cognitive care. You can complete this as part of your standard EMT or paramedic course, and if you already did it there, the board cannot make you repeat it. Getting this training does not raise your legal standard of care or create a greater duty to identify, diagnose, or treat these patients.
