Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Health plans must cover prenatal genetic screening

Nevada health plans must cover noninvasive prenatal genetic screening at any time in pregnancy. Plans cannot require prior authorization for this test. This applies to group policies, health benefit plans, hospital or medical service corporations, HMOs, managed-care plans, and voluntary purchasing groups. Any conflicting plan terms do not apply. Policies and plans delivered, issued, or renewed on or after January 1, 2026 must include this coverage.

Medicaid covers prenatal genetic screening

Nevada Medicaid covers noninvasive prenatal genetic screening at any time in pregnancy when federal matching funds are available. Medicaid cannot require prior authorization for this test. The state must seek needed federal approvals. Coverage takes effect January 1, 2026. The state also sets aside $160,069 for FY 2025–26 and $325,848 for FY 2026–27 to help pay for this benefit; money is available starting July 1, 2025, and unused funds must be returned by the stated September dates.

Local governments exempt from cost rule

Extra costs that local governments face because of this law do not fall under NRS 354.599. This exemption applies beginning January 1, 2026.

Stronger enforcement on HMO coverage

The Insurance Commissioner can suspend or revoke an HMO’s license if it breaks coverage rules, including the new prenatal screening rule. This applies to noncompliant evidence of coverage or charge schedules, and to failures to provide required coverage. This enforcement power applies beginning January 1, 2026.
