Medicaid daily rates for trainee care

Beginning October 1, 2025, the law creates a billing category for accredited Nevada university clinics and faculty practice plans. These clinics must provide mental or behavioral health care and train students. Medicaid sets two all‑inclusive daily rates for trainee services: one for non‑psychiatric care and one for psychiatric trainees, including APRNs who provide psychiatric care. The rates apply at the clinic, through a mobile clinic, by outreach to people without a permanent home or fixed address, and by telehealth. Services are under a physician’s direction and done by trainees working toward required licenses or certifications. These changes apply to the extent federal participation is available.

Money to launch Medicaid trainee rates

The state transfers $116,672 in FY 2025-2026 and $138,481 in FY 2026-2027 from the Account to Improve Health Care Quality and Access to Nevada Medicaid. The Division is also authorized to spend $211,213 in FY 2025-2026 and $206,127 in FY 2026-2027 from non‑General Fund or Highway Fund sources. This funding supports building the new billing category and daily trainee rates.

State must get federal Medicaid approvals

The Department must apply for any federal waivers or State Plan changes needed to run the new billing category and daily rates. It must use reimbursement‑rate methods accepted by the U.S. Health and Human Services Secretary and work in good faith with federal reviewers. This step helps the state put the new Medicaid payments in place.
