Bonded path to a manufactured home title

Beginning Oct. 1, 2025, if your first title application is denied, you can apply again using a bond process. You must file a bond equal to 1.5 times the home’s most recent county‑assessed value, in the Division’s form and backed by an authorized surety. You must also allow a Division inspection. After it gets your application and bond and finishes the inspection, the Division must decide within 45 days and send written reasons within 10 days if it denies. If someone is harmed by the new title, they can claim payment from the bond, up to the bond amount. You cannot sue the Housing Division or its staff for actions or failures under this process.

Faster manufactured-home titles, with fees

Beginning Oct. 1, 2025, when you apply for a title and provide required documents, the Housing Division must approve or deny within 45 days and give written reasons within 10 days if it denies. The Division must set an expedited title process by rule and can charge fees for standard and expedited titles, set by regulation. Rules also cover titles in beneficiary form, including issuing, revoking, and changing a beneficiary.
