AN ACT relating to commerce; imposing various requirements upon a distributed generation system financier who finances the purchase of or leases a distributed generation system or contracts for a power purchase agreement; revising requirements for solar installation companies that sell and install distributed generation systems; imposing certain requirements and restrictions upon persons who generate leads or referrals to perform work concerning a distributed generation system; establishing and revising certain requirements for the contents of an agreement for the provision of a distributed generation system loan, an agreement for the purchase or lease of a distributed generation system and a power purchase agreement; and providing other matters properly relating thereto.

Clear solar contracts and recorded calls

Beginning October 1, 2025, solar purchase, lease, and PPA contracts must have a clear cover page in at least 16‑point type with your right to cancel and an email to send notice. They must show key details in at least 10‑point type, like system size and total cost, amounts due at signing and completion, first‑year payments or rate, warranties, whether incentives or tax credits are built into the numbers, estimated production and how it is calculated, language availability, and any lead or referral payment. The installer must record a verbal confirmation at signing or within 48 hours, cannot start work until the recording exists, and must keep it for 5 years after final inspection. You can cancel by email or in writing by midnight of the third business day after signing, or the tenth business day if you are age 60 or older. If you cancel because an on‑site survey changes price or equipment, you have until the third business day after you receive the survey results.

Fixes for underperforming leased systems

The law measures a leased system’s first‑year production one year after utility permission to connect, or one year after final inspection if off‑grid. If it falls short, the installer must work to ensure it meets the estimate the next year. After a notice of underperformance, if it still falls short one year later, the installer must add equipment or make repairs.

Lower upfront payments for solar deals

Beginning October 1, 2025, your initial payment on a solar purchase, lease, or PPA is capped at $1,000 or 10% of the total price, whichever is less. You do not owe other payments until the system gets permission to connect to the grid, or passes final inspection and is operating if off‑grid. For purchases, this cap does not change any initial amount you already paid to a solar financier.

Stronger enforcement and contract rights

Beginning October 1, 2025, you can file complaints with the Public Utilities Commission of Nevada about solar contracts. Breaking these rules counts as a deceptive trade practice and consumer fraud. If a company knowingly fails to comply, you may void the agreement. Companies must give contracts in English or in another language you request, and must provide translations when they advertise or negotiate in that language.

Truth‑in‑solar ads and claims

Beginning October 1, 2025, the law bans deceptive or fraudulent solar sales and financing. Sellers and lead generators cannot use or suggest government or utility logos or approval. Ads and offers must match the final contract. Any message about incentives, rebates, laws, or tax credits must tell you to consult an independent tax professional.

Rules for paid solar leads

Beginning October 1, 2025, only a state‑licensed contractor may be paid for a solar lead or referral. Licensed businesses that sell, advertise, or install systems are treated as solar installation companies and must follow these rules. People who only collect basic contact and power‑bill info, set appointments, or advertise only in print are not treated as installers.

These protections apply to agreements signed on or after October 1, 2025. Earlier contracts are not covered.
