AN ACT relating to emergency management; creating the Nevada Hazard Mitigation Revolving Loan Account in the State General Fund; requiring the Division of Emergency Management of the Office of the Military to develop and carry out a program to grant loans to certain eligible recipients to fund hazard mitigation projects; requiring the Division to adopt regulations relating to the loan program; and providing other matters properly relating thereto.

New hazard mitigation loans for local governments

Beginning January 1, 2026, Nevada offers loans for hazard mitigation projects. The Division runs a revolving account funded by FEMA STORM grants, state match money, loan repayments, and interest. Only local and tribal governments can apply. Loans must follow federal STORM Act rules. Money left each year stays in the account for future projects.

Loan rules: high impact, bidding, no supplanting

The Division gives priority to projects that most reduce hazards in Nevada. As a loan condition, it can require use of state competitive bidding rules in NRS 338, unless federal law blocks that. Borrowers cannot use a loan to replace other hazard mitigation money.

Program regulations and 2026 start date

The Division must write rules for how to apply and who qualifies. Applicants must show need, ability to repay on a fixed schedule, and capacity to meet STORM Act requirements. Rulemaking and prep work start upon passage. The loan program starts for all other purposes on January 1, 2026.
