AN ACT relating to elections; requiring a county or city clerk to recruit election board officers for a polling place established within the boundaries of an Indian reservation or Indian colony unless the Indian tribe affirmatively declines to have the county or city clerk perform such a duty; requiring a county or city clerk to ensure that instruction concerning mechanical voting systems is provided to such election board officers under certain conditions; and providing other matters properly relating thereto.

Clerks must meet with tribes regularly

Every county and city clerk must meet with each tribe in their area to plan election details. Meetings must be set by August 1 and again by September 1 of odd-numbered years. If a tribe chooses to open polling places or temporary branch polling places, the clerk meets more during that election year. If a clerk cannot reach a tribe, the Secretary of State helps, and the Secretary’s tribal liaison may assist. A tribe can also ask the Secretary of State to help start contact.

Clerks recruit and train tribal poll workers

The law requires a county or city clerk to recruit election board officers for any polling place on an Indian reservation or Indian colony, unless the tribe declines. The clerk must also ensure at least one class teaches those officers how to use the voting machines. The class is held on the reservation or colony unless the tribe chooses another location. Training must be available in person or online.

Local election costs get budget exemption

Local government costs to carry out this law are not subject to NRS 354.599. This exempts these extra expenses from that budget rule. It changes how local governments handle the costs, not individual taxes.
