Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Residents get stronger utility shutoff protections

The Commission sets clear rules to delay shutoffs for unpaid gas, water, or power bills. The rules can consider your ability to pay. If losing service is likely to harm someone’s health and you meet the rules, the utility must delay the shutoff. A utility cannot disconnect you unless it follows these rules.

Quarterly public reports on shutoffs

Each public utility must make a quarterly shutoff report public. By the last day of the first month each quarter, it must post data for the prior quarter. Reports show total monthly residential shutoffs and aggregated details, including ZIP codes.

Tenants get notice before utility shutoff

If your landlord is billed for utilities and does not pay, the utility must use its best efforts to post a clear shutoff notice for tenants. The notice must include how to contact the utility when a shutoff could threaten someone’s health. These notice rules apply only to landlords covered by Nevada chapters 118A or 118B.
