New rules for school work programs

Districts and charter schools must apply to the Superintendent and get approval before offering work-based learning. The application must list fields or trades, set rules so most students can qualify, explain the student application process, and show how participation, completion, and on‑site evaluations will be verified. Approved programs must give each student a training agreement and plan, allow time to leave school during the day, teach broad workplace skills, and train students on harassment, healthy relationships, and signs of predatory conduct. After approval, the district or charter must name a work-based learning coordinator and keep a vetted list of suitable employers.

Elective credit for work-based learning

Students who finish the required hours in an approved work-based learning program can earn high school credit. These credits count only as elective credits. They do not replace classes that are required for graduation.

Regular reports on work programs

On or before January 15 of each odd-numbered year, districts and charters that offer work-based learning must file a report. They must send it to the State Board of Education and the Legislature. The report must include the data required by federal law and break it down by the listed student groups, including special populations.

CTE grants tied to advanced enrollment

Districts and charter schools can apply to the State Board of Education for state career and technical education grants. The Board reviews applications and awards grants using its rules. A district’s or charter’s share cannot be more than its share of students in advanced CTE courses from the prior year. The law defines advanced courses to include CTE concentrator courses, work-based learning, industry-recognized credential activities named by the Governor’s workforce office, dual-credit CTE, and CTE courses that require a concentrator course.
