New program to restore mined land

Beginning July 1, 2025, Nevada must set up an effective program to conserve and use mined land. The program protects the public and nearby landowners. It guides how mining is done, restores mined lands, and prevents and controls water, air, and soil pollution from mining.

Nevada joins Interstate Mining Compact

Beginning July 1, 2025, Nevada joins the Interstate Mining Compact. The Compact creates the Interstate Mining Commission. The Commission studies mining, shares best practices, accepts grants, hires staff, and can own property. The Governor may name an alternate to represent Nevada in Commission business.

Nevada law prevails, no pension liability

Beginning July 1, 2025, Compact provisions and Commission policies cannot override Nevada law. The Commission is not a Nevada state agency or political subdivision. Nevada is not responsible for any retirement or benefit debts the Commission creates.

Public oversight of the mining commission

Beginning July 1, 2025, Nevada’s Governor, Legislature, or their agents can inspect the Commission’s books and accounts at reasonable times. The Commission must file its bylaws with Nevada’s Division of Minerals. The Division must let the public and the Legislature inspect the bylaws.

State pays annual Compact dues

Beginning July 1, 2025, the Division of Minerals must pay the Interstate Mining Commission’s yearly dues. It pays from the Division’s state account or from authorized U.S. Interior Department grants. This is a recurring cost to the Division’s budget.
