Pay and travel stipends for commissioners

Beginning July 1, 2029, a governing body may pay planning commission members up to $80 per meeting, capped at $400 per month. Travel and subsistence may also be paid in the same amounts allowed for other officers and employees.

Local planners: yearly reports and pre-filing

Beginning January 1, 2026, each local planning commission that makes a city or county master plan must file a full report by October 1 each year. The report goes to the regional planning commission and the governing board. It must list actions in the past fiscal year that support the regional plan and the work planned for the next year. Also, before sending any bill recommendation or starting any program or project tied to required parts of the regional plan, the local unit or affected entity must file all details with the governing board.

New appointment and eligibility rules for planners

Beginning July 1, 2029, the city’s chief executive appoints city planning commissioners and, in counties, the county commission chair appoints them. In both cases, the governing body must approve the appointments. In Carson City, the Mayor appoints at large and the Board of Supervisors must approve. Members of a city or county governing body cannot also serve on that planning commission. In counties with 700,000 or more people, most commissioners must live in the county’s unincorporated area.

New terms and removal rules for commissioners

Beginning July 1, 2029, most planning commissioners serve four-year terms or until a successor takes office. In counties with 700,000 or more people, if a governing body member recommended the appointment, the commissioner’s term ends when that member’s term ends. In smaller counties, the governing body may pass an ordinance to make terms coterminous. If the recommending official resigns, the commissioner may serve until that office is next filled by election; for other vacancies, the commissioner may serve the rest of the original term. Commissioners may be removed for just cause after a public hearing and majority vote, except that in counties with 700,000 or more people, they serve at the appointing authority’s pleasure. Any mid-term vacancy must be filled for the remainder of the term.
