The state transfers $126.9 million in FY 2024-2025 to the pupil-centered funding plan. Starting July 1, 2025, it moves another $115.7 million in FY 2025-2026. It also authorizes $755.3 million (FY 2025-2026) and $648.7 million (FY 2026-2027) to be spent or moved within the Education Stabilization Account. This keeps K-12 funding flowing statewide during the 2025-2027 biennium.
Starting July 1, 2025, grants fund stipends (not tuition aid) for students in approved traditional licensure programs. Students in their final student teaching (clinical field) are eligible. To apply, you must attend an approved program at a grant-funded school and agree to get an ESL or special education endorsement. If you get a stipend, you must finish the program and teach in a Nevada public school for five straight years, unless the State Board grants a good-cause waiver. The State Board may prioritize veterans or spouses, those planning to teach in high‑shortage schools, and students who are economically disadvantaged or from minority groups.
Starting July 1, 2025, the program gets $2,407,861 each year from the State General Fund. Non-general funds of $4,503,179 in FY 2025-2026 and $4,450,005 in FY 2026-2027 are authorized to be spent first for grants to approved providers. Students receive scholarship awards through those providers.
The law provides $323,628 from the State General Fund in FY 2025-2026. It also authorizes $323,628 in FY 2026-2027 from the program’s account. Funds pay the 25% disbursement to recipients and payments to approved providers.
Beginning July 1, 2025, the law updates how CTE funding rules are referenced and removes an outdated statute (NRS 388.397). This clarifies which sections govern sharing in state and federal CTE money.
Beginning July 1, 2025, the state sets planning estimates for average public support per student. It is $13,889 per pupil for FY 2025-2026 and $13,963 per pupil for FY 2026-2027. These figures guide funding for districts, charter schools, and the university school for profoundly gifted pupils.
The law provides $560,886 in FY 2025-2026 and $560,886 in FY 2026-2027 to buy one-fifth of a year of retirement service credit. The money can be used in either year if the Interim Finance Committee approves and the Governor recommends it. Any uncommitted balance after June 30, 2027 must revert by September 17, 2027.
The law provides $882,946 in FY 2025-2026 for the Professional Development Programs Account. The Interim Finance Committee allocates it only after it confirms documentation of that year’s bargained salary and benefit increases. Uncommitted balances must revert: FY 2025-2026 allocations by September 18, 2026 and FY 2026-2027 by September 17, 2027. Any remaining appropriation must not be committed after June 30, 2027 and must revert by September 17, 2027.
Each year, Clark gets $4,030,407, Elko gets $1,265,644, and Washoe gets $2,271,342 for regional training. The receiving district must act as fiscal agent and manage the funds. Leftover FY 2025-2026 money rolls into FY 2026-2027. Any uncommitted balance after June 30, 2027 must return to the State General Fund by September 17, 2027.
The Department of Education transfers $100,000 in FY 2025-2026 and $100,000 in FY 2026-2027 to the Statewide Council. The Council must use the money for research-based leadership training, networking, and related travel and fees. Funds must supplement, not replace, district spending. FY 2025-2026 balances roll to FY 2026-2027; any uncommitted by June 30, 2027 must revert by September 17, 2027.
