Discounted city property for eligible businesses

The City may sell, lease, or exchange city property for less than appraised value to a buyer or tenant that keeps or plans to keep a business in the city. The business must qualify for a sales and use tax abatement under NRS 374.357.

Minimum 6% interest on city land

The City can sell property on a payment plan. The City Council sets the down payment and interest. The interest rate must be at least 6% per year on the declining balance.

How Henderson sells and spends land money

The City may sell, lease, or exchange city real estate, including land it got from the U.S., only by Council resolution with at least 30 days’ public notice in a local newspaper. Net proceeds from sales and exchanges go into the City’s Land Fund, and money from leases of 20 years or more also goes into that fund. Land Fund dollars can be used only for long‑term assets, capital projects, planning, major water, sewer, or street work, administration, and related legal costs. The City may borrow from the Land Fund when money is available. The Council may transfer property to governments or nonprofits for a nominal price when the public interest requires.

Faster process to fill city vacancies

When a City Council, Mayor, or Municipal Judge seat is vacant, the City Council must appoint someone within 60 days or pass a resolution within 60 days to hold a special election. Appointees and candidates must meet the same qualifications as the office. If there is a special election, the winner takes office at the first Council meeting after the results are canvassed.

New rules for passing city laws

Before adopting a city ordinance, the city must publish a filing notice at least 10 days ahead in a local newspaper and file copies with the City Clerk. After the title is read, the Council must vote to adopt, change, or postpone it. The Council has up to 60 days after the notice to adopt or reject it. All ordinances must be signed by the Mayor, attested by the Clerk, and published by title with each member’s vote before they take effect. In an emergency, the Council may take final action right away by unanimous consent without the usual notice.
