Requires the commissioner of health to consult with the office of addiction services and supports to publish certain guidance on maternal depression screenings

New depression guidance for pregnancy care providers

New York's health commissioner must publish guidance on depression screening during routine care in pregnancy and after birth. The commissioner must consult the Office of Mental Health, the Office of Addiction Services and Supports, and other selected stakeholders. Guidance must cover when screening starts, how often it repeats, substance use disorders, and referrals for evaluation, diagnosis, and treatment. It must also cover social support, partner violence, food, housing and diaper needs, and barriers to health care. It must address payment methods to encourage providers to participate. The commissioner must also post links to existing provider information and training programs on the Department of Health website. These programs must cover fair access to care, hidden bias, cultural understanding, screening, referrals, treatment, patient resources, and patient rights. They must also cover medicine-based treatment, patient-centered care that accounts for trauma, and other topics the commissioner identifies. Both duties take effect with the 2024 maternal depression screening law, 18 months after that law became law.
