Clear command in disasters and drills

The governor can order the State Disaster Preparedness Commission to run emergency drills using state agency staff and equipment. During a disaster or these drills, responders follow the commission chair’s command. They have the same legal powers and protections as in civil defense drills under state law. These rules are in effect now.

Joins Northern and international mutual aid

The governor may enter the Northern Emergency Management Assistance Compact (Public Law 112-282). The compact is ratified when the governor certifies entry to the Senate leader, Assembly Speaker, and Secretary of State. The law also authorizes joining the International Emergency Management Assistance Compact among New England states and nearby Canadian provinces, with the same certification. These authorities are in effect now.

New rules for non-state disaster aid

When the state’s designated official deploys non-state resource providers under a compact, they act as agents of the State. They get the same compact rights and benefits as state providers, subject to the requesting state’s terms. Non-state providers cannot directly offer or request help from other compact members; all requests go through the State. DHSES coordinates offers and requests and helps with reimbursement, but pays only after it receives money from the requesting jurisdiction. These rules are in effect now.
