The state adds $914.08 million for community services for people with developmental disabilities. Direct support staff in OPWDD programs can perform certain nursing tasks if a registered nurse trains and oversees them and a practitioner orders the care. This can make services more available at home and in the community.
The law funds state payrolls due April 1 to May 14, 2026. It provides about $2.05 billion for executive-branch pay. Courts also get $269 million for payrolls and $115.75 million for employee benefits in that period. The state adds $836.94 million for fringe benefits, including $192.5 million for Social Security and $55 million for workers’ comp.
The law funds Medicaid with about $12.37 billion for the year starting April 1, 2026. It also gives the Essential Plan $1.15 billion. The health department can move money between related accounts to keep payments on time. Existing targeted inflation increases in provider rates that were in effect on March 31, 2026 continue for that full rate year.
The state provides $1.455 billion for unemployment insurance benefits for the year starting April 1, 2026. This money pays eligible claims under state and federal rules.
Adoption subsidies rise to $40.68 million for the year starting April 1, 2026. The state pays 62% of eligible local adoption subsidy costs. Payments are net of any refunds or disallowances.
The state sets aside $66 million to pay routine non‑payroll bills from April 1 to May 14, 2026. It also provides $10 million for capital contracts approved before April 1, 2026 and $20 million for contracts approved after that date, to pay capital costs incurred April 1 to May 14, 2026. Vendors and small contractors with approved work from that window can be paid.
Safety net aid rises to $525.07 million. The state reimburses 29% of district safety net costs, including some shelter supplements. Very large districts (over 5 million people) are excluded from most shelter supplement reimbursements, except a family homelessness and eviction prevention supplement. For people with medically diagnosed HIV, the state can help with 29% of emergency shelter, transport, or food costs not covered by Medicaid; in smaller districts, approved local Medicaid savings can cover 100% of some extra shelter or rent. Reimbursable rent is capped at the January 1, 2021 maximums, adjusted only upward by fair market rent each year. Districts must file reimbursement claims within 24 months, and OTDA can reduce district reimbursements to recover 29% of its contracting costs under state law.
The state provides $264,000 for veterans’ benefits advising linked to homeless veterans’ housing. The funding supports counseling and help finding or keeping housing.
