The law adds a “close friend,” as defined in state law, to the people who can authorize donation of a deceased person’s body. When more than one person in the same class is reasonably available, one person may act unless they know someone in that class objects. If an objection is known, a majority of the reasonably available members of that class must agree. The same majority rule applies to changing or canceling a gift when several members of the class are available. Beginning January 1 following enactment, these rules apply. The Health Commissioner can take steps before that date to implement them.
