New apprenticeship rules for clean energy builders

The law requires contractors and subcontractors doing construction on a covered renewable energy system to use apprenticeship agreements defined in Article 23. For covered thermal energy networks, they must also use pre-apprenticeship direct entry providers registered with the department. This sets a binding compliance rule for contractors and subcontractors. It expands formal training and direct-entry paths for workers. The law takes effect immediately.
