Utilities must justify projects behind rate changes

In New York proceedings involving major rate changes, utilities must explain each proposed capital project's purpose, total cost, expected useful life, and location within their service area. They must explain why each project belongs in the review and its expected benefits for customers. Benefits include lower customer costs or other benefits recognized by the Public Service Commission. The commission must post these descriptions on its website. Utilities must prove that rate changes tied to each project are fair and reasonable. The law took effect immediately, but excludes rate-change matters started before its effective date.
