They must list the purpose, total cost, expected useful life, where it is in the service area, why it is included, and how it benefits customers. These project details are posted on the Public Service Commission’s website. Utilities must prove any rate change tied to each project is just and reasonable. The law takes effect now and does not apply to cases that started before the effective date.
