The law bans SUNY Albany and its affiliates from outsourcing any services now done by employees in the unclassified service. They cannot contract those jobs to the ground lessee, its subsidiaries, or the SUNY Research Foundation at the Albany NanoTech Complex. Those functions must stay with unclassified SUNY employees. Leasing to private developers does not take away union rights or benefits under collective bargaining agreements or Civil Service Law Article 14. SUNY and the State agree not to use any contract-out rights in those agreements. The act takes effect immediately.
