New York energy authority chair loses pay

The chair of the New York State Energy Research and Development Authority (NYSERDA) no longer receives pay for that service. All board members, including the chair, remain entitled to repayment of actual and necessary costs of official duties. The law removes the chair from a state officer list in the Executive Law. That list also updates the addiction-services agency’s name to “addiction services and supports.” The law takes effect immediately.

Energy board members can hold private jobs

NYSERDA board members may hold private jobs, except the NYSERDA chair, state environmental commissioner, and Public Service Commission chair. Private work remains subject to sections 73 and 74 of the Public Officers Law. For those ethics rules, NYSERDA is a state agency and all members, including its chair, are agency officers. Members who are electric or gas-distribution utility officers may vote on pollution-facility bonds for utilities where they are not officers. These rules take effect immediately.
