The state reviews key programs that serve veterans on a regular basis. The office that runs aging programs must consult the New York State commissioner of veterans' services to check if older veterans' needs are met and plan fixes. The Office of Addiction Services and Supports must review its programs for veterans recovering from alcohol or drug use with input from the veterans' commissioner. That office, the veterans' commissioner, and the Office of Mental Health also review care for combat veterans who have both mental health and substance use disorders. The law takes effect immediately.
The Homeless Veterans Assistance Fund is held by the Tax Commissioner, the veterans' commissioner, and the Comptroller together. Money is paid only after the Comptroller audits and issues a warrant, and after the veterans' commissioner approves the vouchers. Any interest earned stays in the fund. The law takes effect immediately.
