The law takes effect now. KIPP: Albany Community Public Charter Schools must apply to the Office of General Services within two years. The state cannot transfer the land unless KIPP applies. After KIPP applies, the state must complete the transfer within one year and before this law ends. These rules are temporary and end when the act is repealed.
