The related 2024 maternal health chapter starts on the 108th day after it becomes law, not the 90th day. The law removes that chapter’s automatic two-year end, so it stays in force unless later changed.
The Health Commissioner works with hospitals, obstetricians, midwives, doulas, and mental health groups to set birthing care recommendations. Care must be fair, respectful, culturally competent, and free of discrimination. You get clear, judgment-free information on risks, benefits, outcomes, and options, and you can discuss and record your birth preferences. The standards include support during pregnancy, labor, and birth, including access to doula and mental health services. The Department posts the recommendations within one year after this part of the law takes effect and updates public materials and the standards over time. This replaces last year’s required workgroup.
