Most of this law takes effect now. The ESCO bill-comparison rules start 180 days after the related 2025 law becomes law. The Public Service Commission can set or start rules before that date to get ready.

Clear price comparisons on ESCO bills

If you buy energy from an ESCO, the first page of your bill shows a side-by-side price comparison. It shows what you paid for commodity and delivery last period, and what you would have paid with the local utility for both. The bill also lists any extra energy products the ESCO charged you for. Every 12 months, your ESCO must send a statement for the past year that clearly says if you saved money or paid a premium. These rules cover residential customers and small businesses and apply no matter who sends the bill.

ESCOs must cover compliance costs

Utilities and towns can recover their costs for the new bill comparisons from ESCOs. The Public Service Commission sets how those costs are recovered. ESCOs cannot pass these costs on to customers. If you get energy from an ESCO, you should not see a new charge for these tasks.
