Longer certification and easier MWBE renewal

Non‑provisional MWBE certifications now stay valid for five years. Provisional certifications are not covered. If you file a complete recertification within 18 months after your certificate expires, the law presumes you still qualify. This presumption applies only if ownership and capital did not change, there is no material change in the business or management, your last approval was within the past six years and six months, and your filing meets 5 NYCRR 144. The agency still reviews your case and the presumption ends at the final decision. Compared with prior law, the look‑back window for this presumption is shorter (now six years and six months, not ten years).
